Deductions from Pay: Job Termination

My Fiancee and I live in NY and up until recently she was a newspaper carrier. After almost 2 years of being a so called "independent contractor" for this newspaper service her car broke down and she was unable to complete her route which resulted in her termination. Even though I thought this was very unfair to be fired for that 1 day the issue is they are now trying to charge her for all the missed papers on her route for the next 30 days after she got fired. She was being paid 15 cents per paper and they are claiming she will be charged 75 cents per paper, 5 times what she was being paid for the next month. It doesn't seem right that they can charge her for things not being done up to 30 days after she is no longer working for them and also charging 5x what she was paid. They have also with held her last paycheck for the last 2 weeks she worked there and won't give her the invoices she used to determine how many papers to pick up and deliver for the last pay period. We both think this is very fishy and illegal so I came here to ask. Anyone have any advice?
