Promotion: Took Internal Promotion Now Current Site Won't Let Me Move

My question involves labor and employment law for the state of: South Carolina & Georgia



I am currently employed in South Carolina. Back in 2014, I expressed interest in applying for a position/promotion within my company located at a site in Georgia. I received approval to apply from my current boss, HR manager, & site manager. After applying, I interviewed and later in 2014 I was given an offer which I accepted. At that time, current management indicated that I could leave my position sometime in Q1 2015. Knowing this, I went out and secured a new home and mortgage in GA, was given money from the company for relocation, listed my current home up for rent, and my wife turned in her notice at work. The first week of January I was called into the management office and told that they didn't know when I could leave my current position. I am now in pickle because my current site will not give me a date when I can leave and start my new job, yet my current home has been rented to a tenant, I close on my new home out of state within the month of Feb., and my wife has turned in her notice at work. I'm not willing to take legal action against my current employer but, this entire situation doesn't seem right. I had a colleague at work mention that there was a federal law around internal promotions that required that I be moved within 12 weeks of acceptance - and it wasn't valid just for federal employees. I've spent many hours combing google and this site and have come up with nothing. I think I don't have much of a case here since I'm an "at-will" employee but wanted to get other opinions.
