My question involves collection proceedings in the State of: Ohio
I have a tax return most likely hitting my bank account on the 18th but a notice of disconnection of utilities on the 16th. The power company (the city) isn't budging. I found this online:

Most notably this part:
The one-third plan allows you to pay one-third (approximately 33 percent) of the total balance due each month (past due amount plus current charges). All companies are required to offer the one-third plan during the winter heating season (Nov. 1 April 15).
I thought it might buy me the few extra days I needed but the person from city government services I spoke with over the phone told me that since they were a municipality they weren't governed by state laws in this matter. Are they correct? If not, how can I follow up on this?
They offer HEAP and SELF but I wouldn't qualify. I'm out of work but was above poverty*1.5 last year.
