How are fees calculated to the state agency that funds a permanently disabled adult living in a group home when the individual receives both Social Security and Survivors benefits (received as 2 separate checks). Would the amount assessed to the disabled individual be based solely on his own Social Security amount (which is typically the basis used) or the combined total of his Social Security and the Survivors Benefit? The individual has no earned income.
