My question involves vehicle registration or title in the state of: HI
I sold a vehicle to a person for cash, signed over the title. That person has gotten a few parking tickets. If i fail to pay them, it says the vehicle cannot be registered, nor can the title be transferred. If i go and physically remove the truck from the property(it is public property and i would not be tresspassing in order to access the vehicle, and i still have a key to it) Does simply having a signed title in his possession allow him to report it stolen, or does the car need to be registered in his name for that to happen?
