Establishing an Order: Custodial Parent Not Sure Whether or Not to Deny Visitation

My question involves a child custody case from the State of: FL/GA. I have yet to go to court for custody, but have been told since the father of my 3 year old and 1 year old, and I were never married, that I automatically have full custody. Since my oldest daughter turned 2, in May 2013, their father has rarely been in their lives. He has never pursued a relationship with our now 1 year old, and for the past year has rarely seen our daughters. He has spoken to them on the phone maybe 4 times this year, and has seen them once, only because I met him after asking him for money. He is evading child support enforcement, yet up until recently still took the time out to casually email me. I have been trying to get him to see the girls, but it has started to negatively affect our 3 year old, who doesn't even call him "Daddy" anymore, and cries every time I leave the house saying that I'm never coming back, and our 1 year old has no idea who he is.



Recently we have gotten into an argument because he decided out of the blue, that he wants to have our girls stay with him in his home which is a 2-3 hour drive from here. The problem is, I have a shaky enough past with him, and his habitual lies, but he wants to have them around his current girlfriend, who also has questionable character. I had to tell him no, because I am genuinely afraid my daughters will be hurt with them. Is this okay? What should I do? I have considered filing for abandonment, but I'm not sure what that constitutes or if it is the right route. I am just tired of the drama, and how it is affecting my girls. I would rather him just stop contacting me altogether.
