Use and Enforcement: Access to a Utility Transformer on Neighbor's Property

My question involves an easement in the state of: NY, Suffolk County

I purchased land that was part of a subdivision. Utility put a shared transformer on a neighbor's property 15' from mine. Utility is saying that is where we are to connect to get power for our land. Neighbor wants $10,000 payment to grant us an easement to go underground 15' to the transformer. I've heard from electricians that there is an automatic 25' easement around utility poles/transformers to allow people to access these shared utility assets.

Does anyone know if the neighbor can restrict my underground access to the transformer? And if they can not restrict me, what law or rule can I point to that says we have the right by law to access the shared transformer? Any help or guidance would be appreciated. Thanks.
