Financial Transactions: Personal Loan Licensing (New York and Nj)

For a bank to give a personal loan in NY or NJ, do they have to be licensed instate to do so?



Any idea of what statute this would fall under? I am stumped and spinning wheels here so any help would be much appreciated!
