Police Conduct: Police Surveillance Camera

My question involves police conduct in the State of: Washington



Okay, recently we discovered a hidden surveillance camera pointed towards a family members house. The camera is set lower to the ground under the neighbors shrubs across the street. The shrubs are grown along the sidewalk so the camera is technically on city property. I'm assuming this must be legal for them to do since it isn't on my relatives property.



So my questions are what would happen if we moved the camera? Is it illegal for us to point it in a different direction? I'm sure they would just come back and readjust it. What if we were to completely remove it? What kind of charges would be filed against us if we got caught moving or removing it? Is there any way to go about filing a complaint about having it removed or can they just do what they want?
