State Taxes: Bank Account Levied by the Franchise Tax Board

I was not notified by the state that they were going to levy all of the funds in my bank acct. Im out of town for work and magically everything penny in my checking was taken from me leaving me high and dry. I called the franchise tax board after i was told by the bank they have a levy on me and the woman told me i can pay a partial out of what they levied and then they would return the rest but that was not the case. I set up a payment plan but they still took all the money and some out of my other check without notifying me. What can i do about this?
