Resignation: Can an Employer Withhod Incentive Pay if You Submit a Resignation

My question involves labor and employment law for the state of Ohio.

We receive non-discretionary incentives based on quarterly productivity, however lately my company has been paying these later & later with out any justification. Our most recent quarter ended in December. It is now February & we still haven't received our incentives, they released a statement today saying that they will not be releasing these until March. The 2nd problem, besides the wait itself, is that our company revokes our productivity incentive payments (& mileage reimbursement) if we have a pending resignation.

I'm looking to move out of state, but I feel that I'm restricted because of this. I don't want to harm my patients or my supervisor by just leaving without notice, but this lengthy wait is reeking havoc on my timeline. I don't know if I have any recourse, but it just feels wrong for them to hold our money for this long and also say well you can't do anything but sit on your hands when it comes to my career.
