Service Providers: Sirius Shared My Personal Information with Another Customer

My question involves a consumer law issue in the State of: Colorado

I received a call today from a man who was having car radio problems in his Cherokee. He purchased the car new, and had to have the radio hardware replaced. In this model, the radio unit contains the GPS, climate controls, phone interface, as well as several other systems. It also has a Sirius module to allow it to receive satellite radio and other services from Sirius. When a new car is sold by Chrysler or Ram, it usually comes with a 1 year free trial of the Sirius products. In his case, the radio hardware broke and was replaced. It seems that it was replaced with hardware I had owned previously and had to have replaced due to it being defective. I was told by the Chrysler dealer that it goes to a vendor for refurbishment, and they install a previously refurbished unit they have on hand (or order from the vendor). The man who called me (on my personal cell phone) said he had the hardware I previously had. I asked him how he knew that and how he obtained my contact information. He stated that the GPS hardware was trying to take him to addresses in Colorado (my stored addresses, I assume) meaning the unit was never cleared of my data. As far as the specific contact information, Sirius gave it to him. He had called to get the radio activated in his name and Sirius said they couldn't do it because it was already active with another account. When he explained the situation, they freely gave out MY information and my cell phone number. They told him to call me and ask if I would contact Sirius. Is this allowed? For all they know he stole my radio and is now mining for my personal data. Do I have a valid complaint? What is my recourse? Thanks.
