Co-Ownership: Legal Right to Claim Expenses on House Sale

My question involves real estate located in the State of: PA



My sister had POA over my mom's assets whilst she was alive. During this time my mom gave her house to my sister and myself in joint ownership. Upon her death my mom's estate had no assets. Now we are in the process of selling the house, a bid has been accepted, she is insisting that she is entitled to $20K 'off the top' for my mom's care and living costs in her final yrs. As the estate was insolvent aren't all debts settled in order with those at the bottom of the ladder missing out. Also as the house was not part of her estate can my sister legally claim her so called expenses?
