Collection and Enforcement: Underpaying Child Support

My question involves child support in the State of: Ohio



If an obligor is ordered to pay around $200 in child support a month, and has the occupation of a server/bartender, is it legal for them to be sending $3 a month to the obligee? It is understood that due to the fact that the obligor is receiving tips as his/her payment, that he/she has no proof of this income and thus it cannot be factored, but due to the fact that the obligor is receiving credit card tips that DO appear on his/her paycheck, will this someday catch up to the obligor and get the obligor in legal trouble?
