My question involves an easement in the state of: North Carolina

Im in the process of purchasing a new construction home in Iredell County, North Carolina. There is a 10 foot drainage easement with an underground pipe that that runs down my property line. This pipe drains into a small creek at the bottom of the property. My question is who is responsible for the repair of the pipe if say it needs to be replaced or cracks or is somehow damaged? I originally assumed the HOA as its channels water from the entire community but Im not sure after looking at the CCRs.
The CCRs seem to contradict themselves. Is there a standard to who would cover the repair cost?
