Medical Issues: Withdrawal of Employment Offer

Following a job interview back in April for a permanent job at a large Local Authority I was finally offered that job on 24th June 2014. I accepted, signed a "conditional offer" subject to references and medical clearance. The organisation was particularly slow but finally asked for my references which I know are fine, as is my health.



But by mid August there was still no update so I chased again and was promised the formal offer by the end of the week. 2 weeks later it had still not come and on 29th August I received a call from my "manager" at the Council apologising and saying they could no longer offer me the job on a permanent basis. Due to budget cuts and a redundancy programme. But they could offer me a 1 year fixed term contract. I was shocked and upset and asked to think about it over the weekend. Which I was told was fine.



Given I wanted to change jobs anyway I decided to accept the offer and emailed the manager with HR copied in to do so. I told them I had resigned from my current job and would be available at the end of October. Since then I've heard nothing at all, despite chasing again.



What are my rights? Presumably to withdraw from the offer they'd have to prove unsatisfactory references or medical clearance. And I have 23 years continuous local government service.



Advice on what to do next would be much appreciated.
