Creation: Pennsylvania Land Locked Property

My question involves an easement in the state of: Pennsylvania. I do not currently have legal access to my property. I have inherited a parcel of woodland that is bordered on 2 sides by state forest, one side by my sister (whom also inherited this land and is in the same position as I am) and on the other side by another parcel of woodland that also borders a state road. I inherited this land from my father who inherited it from his father. My grandfather, in 1977 (in order to timber) made a handshake agreement with a non adjoining neighbor to allow access through a property and unto state forest land then to our property. The gentleman has since passed and his daughter no longer is allowing access. I have asked and been denied a right of way through my adjoining neighbor (who also has 500'+ road frontage). I then asked and was denied for a right of way through my sisters adjoining property owner that also has road frontage. I have traced my deed and all neighboring deeds and have not found any mention of access. I do have a verbal commitment from a neighbor of a neighbor of my sisters property but can not seem to get my sisters neighbor to even answer my calls or see me. What is my next move?
