Traffic Lights, Signs and Controls: Do I Have a Case for Appeal

My question involves a traffic ticket from the state of: California



I was cited for CVC 22101 (d) @ Castro St and Central Expressway in Mountain View. It is a 4 way intersection with railroad tracks before the intersection. There are traffic lights on both sides of the intersection. Before the tracks, there is a marked limited line with "Stop here on Red" and a traffic light next to it. There is no sign posted no right turn or no turn on red whatsoever. There is a sign posted in central divider before the marked line saying the right lane is both go straight and right turn lane.



I was travelling on Castro and going to make a turn into Central. I stopped at the marked line because a train was about to pass and the arms of the crossing were lowering. When the arms were lifted, I moved forward and stopped at the crosswalk before I made a turn. I was stopped by a officer and gave me a ticket. His reason was the lights were still red and I had to be remain stopped before the marked line. I argued I was going to make a turn but to no vain.



I went to fight the ticket by TBD and Trial de Nova and lost. I got my fine reduced but I was still convicted. I am seriously considering an appeal. I still believe I am right. I made a complete stop at the line and there is no sign forbidding right turns. The only unusual about this intersection is the marked line is not adjacent to the intersection due to the railroad tracks and there are 3 traffic lights for the intersection.



My question is do I have a case for appeal? The trial judge simply ignored the photo I submitted and my argument. The photo showed the sign indicating right turn is ok for the right lane and no sign posted forbidding a turn.



If I appeal, do I need to submit my exhibits along with CR-143 or that part comes later?
