Determination of Fault: Turning Onto a One Way Street

My question involves a traffic accident in the State of: North Dakota

Who is at fault in this situation? I was turning right onto a 4 lane, one way street that went south. The street I was turning from was a 2 lane street directly west of the one way. that street was an entrance and exit to a mall. The lane I was in went straight across the one way and was also a right turning lane that went to the one way. The street directly east of the one way is a three lane. The left lane was for people coming off of the one way going west. The middle lane was for people turning left onto the one way and the right lane was for people going to the mall. The light was green for me so I turned right (into the second lane). Someone coming from the west turning left turned into the same lane I was turning into. In addition the driver of the other vehicle did not have her license the vehicle was her grandmothers who was also with her. I was sited for not Turing into the immediate right lane. The other driver was sited for not turning Into the immediate left lane and not having a valid drivers license and her grandmother was sited for allowing her ( a minor ) to drive without a lincense.
