Adoption of Children: Trying to Prove Abandonment in Step Parent Adoption W/O Attorney

My question involves adoption law for the State of: Florida

I am trying to adopt my step children ages 16, 14, and 13. I have been helping my husband raise them for the past 11 years. Thier mother left them in a dcf office 11 years ago and they were placed with my husband at that time. We have not heard from her since. There is an extremely outstanding child support order against her. We have recieved 1 payment about 3 years ago for 8,000 but I believe that was taken from her taxes. Im sure we have a clear cut case for abandonment. I mean the kids dont even remember her and I am the only mother they have ever known. But my question is, do I have to contact her or notify her? or can I get that waived on the basis of abandonment? I dont even know how to go about contacting her. I dont really know much about her or where she might be. If so, how do I prove abandoment to get consent waived?
