Creation: Ingress and Egress Via a Stub Road

I am in the state of Ohio. A national development company had a large piece of land. They developed all the land in city of E. But the remaining 10 acres of land in the city of NR were not allowed to be tied into the development. I have a purchase agreement for the 10 acre parcel of vacant land. The parcel is located in city NR and borders the city of E. This company developed a residential neighborhood with a stub road in the city of E. The stub road runs to and dead ends with possibly 10 feet of road onto this parcel. I was told by the agent of the development company that access could NOT be denied to stub road. This parcel is otherwise land locked. I went to the city of E and had a non formal talk with one of the engineers. He led me to believe that the neighborhood would not be happy and at their petition the city of E would deny access. Do I have the right to ingress and egress to this stub road? As stated the parcel is land locked will next available route being an easement from neighbor for 1500 foot drive. Thank you.
