Drunk and Impaired Driving: Obtaining a Nd License After a DWI in Mn

My question involves criminal law for the state of: Minnesota & North Dakota.

So I got a DWI back in July 2013, blew a .16, automatic license suspension for a year, & I was also 17 at the time 18 that following September). My license ended up expiring in December 2013 & I hadn't gone in to get a MN ID because I was planning on moving to North Dakota. I paid off everything in Minnesota & I'm no longer under suspension, the thing is when I requested a copy of my driving record for ND to waive me of any testing to get a license, it showed my license status in MN as n/a. Now I'm not sure if it's because I'm under Vanessa's Law in MN but I was tried as an adult in court because it was so close to my 18th birthday. I've called the state of MN but never seem to get any help.
