My question involves a traffic ticket from the state of: Washington



I received a notice of infraction in the city of Seattle. Someone else ran a red light while driving my car, and I am planning on filing a declaration of non-responsibility. After doing some research, I have found that there are mixed success rates with this, despite the state law which says that a declaration of non-responsibility is the ONLY way to absolve a vehicle's registered owner. Often the problem arises from the fact that those submitting the declaration are working with a government-provided form which asks for the name of the person who WAS driving. When the accused does not divulge this information on the form they are then summoned to court because the form was incomplete.



There are now a couple of different forms available from the city of Seattle…



-One located at violationinfo.com, which does ask for the actual driver's info.



-One provided by seattle.gov which DOES NOT ask for the driver's info, only the accused's sworn statement that the car was not in their care.



I'm wondering what you all think would be the most pain-free option. I'm aware that a member of this forum named AdHawk has created an alternative customized declaration (here) which quotes the statutes and does not provide the actual driver's info…



But now that Seattle has provided their own form asking only for the personal statement, would this be more likely to be accepted than AdHawk's custom form? Obviously the first form which provides the driver's info is out of the question. The question is whether those on the receiving end of the form would be more likely to let their own form pass, or a custom form which cites the statutes specifically, without summoning the sender to court.
