Sales Agreements: Tricked by Leasing Agent

My question involves a consumer law issue in the State of: PA



I was looking to lease a car last month and didn't want the headache of going from dealership to dealership looking for the best price. I decided to go through a leasing agent. I told him the car I wanted and he sent me a quote. Upon agreeing on the price, the agent required me to fill out a credit app. I gave him all the info including my social, pay stubs, copy of utility bills etc. Couple days go by, the agent calls me and tells me because of my credit I was approved tier 3, a higher tier than what he originally structured the quote for. Because of that my monthly payments significantly increased. I told him there's no way I could afford that and wouldn't be able to do that deal. The agent than told me if I were to get a cosigner, it wouldn't be a problem getting the tier 1 approval. I talked my sister into cosigning for me, so we sent off her credit info off as well. Days go by, no word from the agent. 5 days later I track him down, he tells me that even with a cosigner they will only bump it up to a tier 2 approval. Which will still drive up the monthly payments vs tier 1. I asked why that is and I asked the agent to find out what tier level my sister got approved for. Again days go by. I got fed up and ran a credit check to see which dealership ran my credit so I can call them directly. I get in touch with the dealership, I speak to the manager that was in charge of this deal. The manager tells me that he has been waiting on an answer from the leasing agent for days now. I ask him about the credit situation. He tells me he doesn't even know why a second cosigner app was sent when I was approved for tier 1 from the beginning. I finished the deal directly from the dealer. No cosigner needed and everything under my name. However my sister took an inquiery on her credit report for no reason. Obviously the leasing agent was tryin to make more money from me by telling me that I was approved for a "higher" tier so that he can charge me more money in monthly payments. My question is can I puruse in any legal action or a BBB claim to recoup any money to use to a credit repair service?
