Would the owner of the machine be found guilty for Fraud?
Rephrase........there is a claw machine that has 50 stuffed animals......no matter which way you drop the claw, it will never be able to lift any of the prizes and drop it in the chute. So whoever plays, has 0 percent chance to win. Is this Fraud?
