Suspension and Revocation: Michigan Driver Responsibility Fees

My question involves a driver's license issued by the State of: Michigan. In June of 2003, I was cited for following too closely on the freeway. In October of 2003, Michigan passed the Driver Responsibility Law and assessed me the fee. My license was then suspended. Was it legal for them to assess me retroactively, even though it wasn't law at time of citation? What recourse do I have?
