Custody and Visitation Issues: Can You Terminate a Parent's Rights if They Don't Have Contact or Pay Support

My question involves child support in the State of: Ohio



My daughter's father has been established in court and he has been ordered to pay support. He is not on the birth certificate. He has left the state and I have gotten no child support in over a year. He doesn't call or see his daughter. I want to terminate his rights so he can't show up later and play daddy. Right now, I live at home with my family, but pay for everything else myself while I am in my second year of school. Can this be called abandonment. Can I get his rights terminated thru the courts?
