Towing: Car Parked Next to Red Curb While Moving Out of Apartment

My question involves a traffic citation from the state of: California



Yesterday evening I moved my car from my designated parking spot to a red curb of my apartment complex so that I can place moving boxes into my car without damaging nearby vehicles. There are no signs near this spot. It is just a red curb that's frequently used by residents in moving trucks or UPS drivers delivering packages.

Question#1 - Does the curb have to be properly labeled to be considered illegal?



The vehicle was left unattended for no longer than 20 minutes ( based on phone records and tow service notes) and was reported by the apartment complex patrol officer. The patrol officer was asked to contact the driver and request that the car be returned. I watched him speak to someone on the phone but was told it could not be released.



In speaking with the tow truck driver who towed the car, I learned that no call was ever made to him asking for the return of the vehicle. That there was mention of the possible reason the car was parked there ie. moving by he and the patrol officer and that if he were I " he would not let this go"



Apartment complex says there is nothing they can do and to reach out to the patrol company. I feel like im running around in circles. Is there any legal recourse?



I tried to make this short and to the point. If there is any additional details needed please let me know.
