Traffic Lights, Signs and Controls: Ticket for Illegal Left Turn with No Driver's License

My question involves a traffic ticket from the state of: California



Hi Everyone,



Couple weeks ago i was stopped by an officer in downtown San Diego for an illegal left turn in a right only turn street. He cited me for section: 21461A and at the same time cited me for 12500A because of my drivers license. The problem with my drivers license is that i'm a student here in the United States and (mistakenly) thought that i can use my international drivers license over here since i'm just temporarily in the country. When i handed my license to the office, he asked if i had a California one, and i told him i never got one, so he added the 12500A I to the citation.



The bad news is that when i received the courtesy notice in the mail it says: To pay your ticket, pay $610 which is waaaaay too much for such a minor traffic violation. and in the second part it says that i'm not eligible for driving school, and the third parts says to mail a proof of license and pay the dismissal fee for the 12500A part.



My questions are:

1-is there any way to reduce the $610 violation?

2-What should i do with the license part? I'll be leaving the country just 5 days after my court appearance day which is December 1st and by leaving i mean leaving for good and going back home.



I honestly don't care about the points part since i got my insurance using the international drivers license and as i mentioned before i'll be leaving the country in less than two months from now.
