My question involves adoption law for the State of: Florida
I am a U.S. citizen. My wife and stepson are both Permanent Residents with 10 year green cards. My stepson is 9 years old. He has been in the U.S. for three years. I want to adopt him asap, however, I am retired living on social security, and cannot afford to pay for an attorney's help in doing so. The biological father is unknown. He is a Filipino who was living in the Philippines at the time of conception. My question is: How do I do constructive service of process in lieu of notification of the biological father? Do I have to post it in the Philippines, and the U.S. (Florida)?
