My question involves criminal law for the state of: North Dakota
I am a UK passport holder and in 2011 I was working in North Dakota on a working holiday visa.
The day before I was due to fly back to the UK I was arrested for DUI and spent the night in jail. Upon my release I went straight to the airport and caught my flight home. (I could remember little of the events that took place that night and my main concern was not to miss my flight).
It is only within recent weeks that I have started to think about the event and the consequences of just leaving the country without informing the police. I have now found out that there was a bench warrant issued in 2011 as I failed to appear in court (the court date was scheduled for after I had already left the country and I do not recall being given any documentation with a court date prior to me leaving). However, it states under the case of DUI/APC type/status that the misdemeanor is inactive where a charge of unlawful possession of alcohol is misdemeanor open. I have also an outstanding $20 fine for disobeying a stop sign.
I have a number of questions in relation to the above:
1) Why is one charge marked as open and another as inactive (the inactive is the one with the bench warrant)?
2) To who and how do I pay the outstanding $20 for the Administrative Traffic Fine - is it possible to pay online as I am in the UK?
3) How can I rectify the situation with the bench warrant - coming back to the US is not an option - the penalty if I had gone to court would have been a $750 fine and a 180 suspension - if I simply admitted guilt and offered to pay the $750 is it possible for this matter to be resolved and would it be better to speak to the court or the police regarding this?
