Police Conduct: Can a Serving Police Officer Be a Licensed Private Investigator

My question involves police conduct in the State of: California



I understand some police departments permit officers to take second jobs as private investigators, but, as I understand it, a person must have a license to operate as a PI in California. Can a sworn police officer, with LAPD, say, or the LA County Sheriff's Dept., also be a licensed private investigator? How does this work?



Please elucidate the matter for me.
