Water Runoff: Basement Sump Pump Drainage to Curb

My question involves real estate located in the State of: Ohio

I have a basement sump pump that drains to the curb on the street. The water should flow to a curb drain and into the system below. The end of my next door neighbors driveway is lifted up a bit and it stops the water from continuing down the curb drain. In the winter the stoppage form a huge puddle on the street and becomes an ice rink of sorts.

The previous owner of my home ran the pump drain into the middle of the back yard to make the neighbors happy. When I bought the house I reconnected it to the curb like it was originally. My question is, am I in the right by having it drain to the street and who is responsible for fixing the blockage of the water? The reason the neighbors driveway is lifting is because of the water over the years. They do not have anything at the end of their driveway besides the part that's lifted that would be blocking the water. (Ramp, concrete pad, etc.) I'm going to talk to the city on Monday but I would like to know a little about my rights first.
