Title Ownership: Original Owner Can't Get Me a Duplicate Title

My question involves a vehicle title in the state of: Connecticut



I had purchased a shell from a kid in New Jersery. He gave me a title and a bill of sale. It took me about 2 years to restore and modify the car. I went and got temporary plates on the vehicle from DMV in Connecticut. I handed them my title, they handed me back my title and gave temporary plates and told me I had to get an emission test done in 2 weeks. Because it was a out-of-state vehicle. I didn't have time to get it done, so I went back and got temp plates for the second time but this time it was different they kept my title. I didn't think nothing of it because I assume they know what they're doing.



Long story short....the DMV in Connecticut lost my title, told me to get a duplicate title from the original owner, I found out the shell I bought wasn't the original owner, he bounced registration (meaning: he bought the car from the previous owner and never register it under his name), he stiffed me and told me it was my problem to deal with and get it. Took me about almost 1 1/2 years to find her. She doesn't believe that she's still owns the car because she sold it to the kid I bought it from. I called DMV in New Jersery to find out how to get a title when I have the possession of the vehicle, they told me to call DMV in Connecticut to find out information. I called DMV in Connecticut they told me to call New Jersery to deal with it because the original title is in that state. It's like a back and forth battle that I can not win. I just want the title to my car and enjoy my hard work! Can somebody help me or get me advice to this situation?
