Establishing Paternity: Non Biological Father Wants to Be Put on Birth Certificate

My question involves paternity law for the State of: Louisiana.



I was 9 weeks pregnant when I moved here from Texas to get away from the biological father. I am in hiding right now because I do not want him to know where I am due to past circumstances showing that he is not father material. He does know that I am pregnant though.

I am 26 weeks pregnant now and my significant other (non biological father) would like to be listed as the father on the birth certificate.

Two major problems:

1. I do not want to contact the biological father because he is capable of physically and emotionally abusing I or my significant other out of anger. I am legitimately scared of what he could do and I would be putting my child's safety and life at risk if I contacted him.

2. My significant other is in the army and is stationed in El Paso, Tx. Which means he may or may not be able to be at the birth.

I have no idea what to do and I have no idea where to start to even find out what to do. Please help!
