Other Violations: Using a Mobile Communication Device Under an Exception

My question involves a traffic ticket from the state of: Oregon "2013 ORS 811.5507 operations motor vehicle while using mobile communication device. Part 3 this section does not apply to a person who activates a mobile communication device or function of the device or who uses the device for voice communication of the person: (b) is using a mobile communication device for the purpose of farming or agricultural operations." I was pulled over for talking on cell phone. I explained to officier I was talking about work. He wrote me a ticket. I went to hearing to explain to judge in jackson county oregon, I was talking on cell phone exception 3) sub part b. I was talking to a rancher about livestock operation , livestock number, season of use, repair of fences, etc. the law as stated above and does not have an explanation in the oregon law book. The trail judge would need to research it. I decided to go to trail. I went to trail and it was same judge. He had not furthered his knowledge of this law intent. I presented a letter from rancher stating about our livestock discussion. The police officer said he does not press people for reason why, but if he did he would not wrote the ticket, based of current information. I called oregon state legsttrative and they have no further explanation of the subpart b.the judge said he would have to make some phone calls. I received a letter with guilty and pay a the fine. I will go back to ask to be able to take the class since the law has not explanation. If you use the definition of the word agriculture it is farming, ranching, livestock preduction. The rancher only talks to me because he has a grazing permit with the department of agriculture and I work with them. If I can get him let take class, can I still appeal or write a letter to the state? Or open for options? Edits done
