My question involves a traffic ticket from the state of: Washington, City of Puyallup
My wife and I received a infraction from the City of Puyallup from a camera where our car was recorded making a right without completely stopping.
What I'm curious about is how on the infraction they are labeling both myself and my wife as the defendant, ie; "John and Jane Doe". We are both on the registration as the registered owners, but when reading all the laws about these violations (http://ift.tt/1unu49l) it only talks about the "registered owner" (singular) being responsible for the infraction. Because we are both owners, we are both responsible for the same infraction?
Something just doesn't seem very right with this. I'm curious if this is normal for all cases like this where spouses are both on the registration as owners? And if we are to dispute this, does that mean we would both need to, under oath, state that neither one of us was in control of the car? I'm not any kind of expert of law, but it seems very bizarre that they are allowed to "accuse" 2 different people of the same infraction, where it could have only been 1 person who committed it.

Safety camera infractions — Presumption.
(1) In a traffic infraction case involving an infraction detected through the use of an automated traffic safety camera under RCW 46.63.170 or detected through the use of an automated school bus safety camera under RCW 46.63.180, proof that the particular vehicle described in the notice of traffic infraction was in violation of any such provision of RCW 46.63.170 and 46.63.180, together with proof that the person named in the notice of traffic infraction was at the time of the violation the registered owner of the vehicle, constitutes in evidence a prima facie presumption that the registered owner of the vehicle was the person in control of the vehicle at the point where, and for the time during which, the violation occurred.
