Speeding Tickets: Contesting Traffic Ticket by TBD

My question involves a traffic ticket from the state of: California.



I got a ticket with the CVC 22350, stating "basic speedlaw, speed approx. 35, P.F./Max Speed 30" (i.e., for driving with 35mph on the street with 30mph speed limit). Radar that was used is "Lidar"

Questions are:

1. Will it be advisable to contest this by TBD (Trial By Declaration) ?

2. How reliable Lidar measurement in case if decent rain ?



My case in a short description: I was driving during a big storm on the road which is not a residential street, but just a connection to the one of main road and with two merging lanes (right lane merging to left lane). Car on left lane was a Paratransit bus from nearby med. center and it was moving with speed less than 30mph with the cars behind it (though, no car in front of me) It was obvious that driver of that bus don't see my car as other driver behind him due to big rain, so the only options I had is to merge into left lane in front of that bus. Police car was staying on the police station driveway appx. 500 ft in front of me. I'm pretty sure that my speed was less than 35mph (as bus was driving very slow). Can police Lidar measure my speed precisely in such case (rain and wind) ?
