Custody and Visitation Issues: International Visitation Refusal

My question involves a child custody case from the State of: IL



My children's father moved to another country. Because of the way that it all occurred, his visitation rights became conditional based on a variety of factors, which essentially have not been fulfilled. For the past 2 years our relationship has increased in such a way that I have trusted that sending my children to visit him was safe, so they have flown overseas to visit him. This year, however, my older child who just started high school and has had a very difficult year doesn't want to go. Dad is insisting, but I believe that my child has some legitimate reasons for not going, including a recent onset of anxiety, depression and not having any of the supports put in place if the trip were to be made. Dad's response to the anxiety and depression have been along the lines of "(child) just needs to get over it and move on", and "send (child) over here and I'll put her on the right path". My child is 14 years old. What do I do if my child refuses, and he insists? Do I have the right to refuse the visit even if he has already purchased a ticket against my child's will?
