My question involves a traffic ticket from the state of: California

I was cited for and unsafe left turn and am submitting the following statement for my Trial by Written Declaration, can you please take a look and let me know if this makes sense or you have any suggestions to improve it?

I was driving south bound on Highway 41 at approximately 7 pm, on Tuesday xx/xx/2014. The road was dry and clear with medium traffic, no pedestrians were present.
I was arriving to a hotel, Ive never been there before and was unfamiliar with the area. This is a two-way highway with a center turning lane, so after seeing the hotel sign, I moved to the center lane and was driving there slowly trying to see where exactly the exit was located. I signaled, checked the traffic, and made the turn.
The police car was moving in the opposite direction, with its headlights off, so I only saw it as I was making the turn, when my headlights pointed to it (attachment 1). There are no street lights on this road and it was already dark, as this was two hours after sunset on a winter night (attachment 2), so it was not possible for me to see the police car coming, otherwise I wouldnt have initiated the turn. However, I believe my turn was not unsafe to me or to other vehicles, as both cars were moving at a low speeds (less than 10 or 15 MPH), and no persons or property were put at risk. My turn did not cause an accident, and none of the cars had to swerve or brake sharply to avoid a collision.
Shortly after the turn, I was stopped by the Officer and charged with violating CVC 21801(a).
While I can understand the reason the Officer pulled me over, I believe this is a unfortunate situation that does not reflect my driving behavior, as Im very cautious and have never been cited for any type of violations before. It was an honest mistake under the situation explained above.
If the court finds me guilty, I request a Trial de Novo, and an option to attend traffic school.
