Disability Benefits: Social Security Disability and Child Support Obligation

My husband has an order to receive child support from his ex wife. Child resides with us. I am on disability and child receives a check as a result. Childs mother recently got approved for disablity and was told child would receive a check. She received a lump sum from where she was awarded disabilty and CSEA intercepted it. She is claiming that the child's father is receiving a check from my disability and also her disability which is false. Only one check is received which is through mine because of the higher amount. She is claiming that since a check is recieved that she shouldn't be held to her arrearages and future support. CSEA lawyer is arguing that the mother should still be held liable for child support payments and arrearages becasue it is not the responsiblity of the stepmother to support her obligation. Unfortunately CSEA lawyer is not famililar with the laws of SSDI and is suggesting a SS lawyer to help. Considering that the child receives a check from the step mothers SSDI what are the laws to support that the parent who is ordered to pay support should still be held liable to that obligation? There is currently an impound order on the payments so the funds on on hold. Any direction would be greatly appreciated!! My husband has had custody and has fought since day one to get child support from the mother.
