My question involves vehicle registration or title in the state of: Idaho (car bought from Pennsylvania)
I met the owner on a car forum online and I bought the car outright through PayPal (no bill of sale, just the PayPal receipt). I had it shipped to me in Idaho from Texas.
I bought the car 2.5 years ago from him stationed in Texas. He since PCSed to Germany. He responds about every 2-3 months only through the forum. I cannot get him to call or email me. Highly irritating.
About a year ago I decided to get it out of storage and get ready to sell it. I noticed at that time I never received a title for it. The message I received from the seller right after I paid for it was that his parents would send it to me after it was paid off. He "thinks" he put it in the glove box. Although his messages say hell send it when his mom pays off the loan or something like that.
I have checked the title situation and it is still titled in PA. He says it is under his parents name. He gave me their address but not their name, phone, or email.
Here is what I have done to try to resolve this:
I called the PA DOT multiple times. They say I need to do a title name search and get the title owners name and address. This is great, but the form does not allow me to check a reason I need to get the name and address.
The Idaho DMV is confused. I tried going in locally to get help and they act like I need to resolve it with the PA DMV. The Idaho STATE DMV says I need to apply for a conditional title which is how Im going to resolve this. Although it does brand the title for 2-3 years. But the last owners could probably care less about the car considering it was sold to me 3 years ago. All I need to do is send a certified letter to the title owners. When the letter comes back returned, I add it to the conditional title application and send to the state.
The "seller" gave me an address for the title owners (parents I guess) and I sent a letter to them with my number and email. I got no response.
I PM him about every 2 weeks on the forum and barely get responses. He told me he would help me however he could to get a title but he hasnt helped at all.
I offered him and his parents to pay for a lost title through the PA DMV and even sent them the form. No response.
I tried to send a certified letter to the title owner (apparently his parents) and the PO wont let me send it without a specific name. So Ill have to do the PA title name search.
My question is:
How do I get a title for this car? Its in my garage, wasting space - and I want to sell it. Im almost to the point of stripping the car, selling the parts, cutting up the shell, and recycling it. This process has been ridiculous.
I am thinking - title search through PA somehow (because the form has no reason to check why I would need a title), then do a certified letter (that will probably be returned), then do the conditional title app in Idaho with the returned certified letter attached.
