Workers Compensation Issues: What is a Workers Comp Judge's Authority

My question involves workers compensation law for the state of: California

Hello first time here, looks like a great site.

Question is in regards to a WCAB Judge's authority in regards to the surveillance of an injured worker / worker's privacy rights.

Question: I am aware that an injured worker can be "surveilled" (spelling?) in public etc. etc. , but if for example the injured worker had a boarder / renter in their home that had been contacted by the "investigators" surveilling him or her and was being paid to spy on the injured worker even to the extent of placing a camera in the injured worker's home or even in their room could the W/C judge allow any such pics / video into evidence in court? Would this not be an extreme violation of privacy? Civil rights??
