J Visas: How Many J1 Waivers Do I Need

Now I am studying in US on F1 visa. I had two J1 visas and I am subject to 2-year home country residence rules on both J1 visas. The two J1 visas have two different SEVIS ID, the number starts with N000.



The Chinese government can only issue one No Objection Statement for one person. If I fill the "J Visa Waiver Online", I was asked to list all sevis number and programs.



My question is

1. how many No Objection Statement do I need to request from my country's embassy? Can one No Objection Statement waive the two J1 visas?

2. How should I calculate two year home country residence? After first J1 visa (8/2010), I studied in third country for more than two years (entered US in 1/2013). How do US know if I was in my home country?
