Debt Collectors: Can an American Company Collect for a Foreign Company

My question involves collection proceedings in the State of: California



I have a friend who wrecked a rental car in Australia a few years back. He didn't have the insurance and wasn't covered at the time. Since he skipped out of the country (Australia) and canceled his card, he thought he was off the hook... until he checked his credit report. A company called Caine and Weiner is seeking $3900 USD from him.



Now, questions. Is this a legal debt that can affect his credit rating in the US? Since the debt originated in a foreign country, what laws and agreements would make this collection valid? Should he dispute the debt and ask for proof it's valid? Can he remove the collection from his record if the company can't provide valid proof? In short, does he have to pay this bill (or wait seven years) or is there a way out of it?
