Education Law Issues: What Happens if You Apply to a School But it is at Full Enrollment

My child want to swich to another new city's public school for the next school year.We need to reside in the the new city .It can be done after July but before SEP.So I have a question:If the new school can refuse the register because there is no space in the school or it is too late.
