Traffic Accidents: Auto Accident-I Was Hit by a City Vehicle

My question involves an injury that occurred in the state of: California in the city of Los Angeles. If you're familiar with the area, it was at Sunset and Everett St in Echo Park, near Dodger Stadium.



I was turning left off of Sunset onto Everett at approximately 5:30PM PST on a Thursday evening by a city employee driving a city vehicle in the bus lane. The road has big white letters reading KEEP CLEAR. The traffic stopped and kept the intersection clear. I proceeded slowly and with caution, waving a thank you to the drivers that stopped. Still proceeding with caution I was nearly finished with my turn when I was hit in the rear passenger side of my vehicle.



The driver was operating a Los Angeles Fire Department passenger vehicle. This is not an emergency vehicle. There are no emergency lights on this vehicle. The bus lane has signs all the way down Sunset reading, "Right Lane for buses and right turns only Monday through Friday 4PM - 7PM." He drove past the last street turn right and ran into me. The police concluded with their investigation and they find me 100% at fault.



Any advice on reversing this decision? Is it possible to reverse the decision? He should not have been driving in that lane in the first place. Can I fight this and win? I have insurance that covers everything, but I've lost an exorbitant amount of time and money now that I'm without a vehicle, plus the emotional and psychological damage from the accident. Does anyone have experience with fighting City Hall and winning?
