Traffic Accidents: Michigan Mini Tort Payment

My question involves an injury that occurred in the state of: Michigan Mini Tort



I have been in accident because of the weather (heavy blowing snow) and the road was covered in snow. I was coming out of a parking lot to a secondary road. I slid and hit another car (company owned), which was demaged, but no one was hurt. I called 911, along with my insurance. I was given a ticket (for impede trafic with no points deducted) and officer mentioned: you were going fast for the weather conditions, although respecting speed limit for that road. I now heard from the company, whom car i had hit. They are looking to collect $1000 from me, saying that the car I hit had no collision coverage and the demage was approx. $4000. Thowever, they sent me an Estimate of Record with the note: 'Final Bill', which states that the deductable was 0 and costumer pay was 0, while insurance paid full amount.



I am not sure that i fully understand the purpose of the Mini Tort they are looking to collect from me. Is mini tort supposed to cover a part of the expenses, or is it to 'pay for the incovenience caused'?? Any thoughts are appreciated! Thank you!
