Traffic Lights, Signs and Controls: Cross Double Yellow Line into One of the Parking Spots Right Next to the Road

My question involves a traffic ticket from the state of: California



In the picture, I made a left turn here into one of the parking spots and got an illegal U-turn ticket. What does the law say about this? The road leads to a dead-end, no car came from the opposite direction would park there. So all parked cars did the same thing as I did.
