My question involves real estate located in the State of: Oregon
In my backyard, there is a natural water runoff/drainage that goes through the backyards of several neighbors. It isn't a creek. It is much smaller than that. About 4 feet in width.
The problem is that a new neighbor (on our right side) is using a very small screen/gate to block off any leaves and debris that would enter her property via this natural water runoff. All of the leaves and debris from the other neighbors (on our left side) then flow into our property and get all jammed up by this screen/gate that the new neighbor has installed.
Normally, all of these leaves and debris would flow through all of our properties and into a larger water runoff owned by the city. We've asked the neighbor to remove it or use a larger holed gate so at least the smaller debris would flow through. She refuses. Is there someone I could or should talk to to get this resolved? Or is this something I just have to deal with? It hasn't caused any damage yet, but with the water level building up because of this screen/gate, it is causing the dirt to soften up. Not a good thing. and normally the water flow level is about a few inches to a 1/2 foot high. Now it's about a foot to 2 feet high. If anyone can help, that would be great. I don't want to go out every night to clear the debris. It rains about 6 months here. Thank You.
